Prior to joining Ellis Makus, Dorothy served as the Investigations Chief for the California State Auditor’s Office, with responsibility for statewide investigations of whistleblower complaints involving all state agencies and state employees, including high-level officials, gubernatorial appointees and executive staff. Also for the State of California, Dorothy presided over hundreds of administrative hearings as a hearing officer and prepared proposed decisions on a wide array of legal issues, including victim compensation, bid protests and claims filed by erroneously convicted persons. Before Dorothy’s career in public service, she handled defense litigation and alternative dispute resolution for a major insurance company.
Dorothy received her Juris Doctorate from Whittier Law School and her bachelor’s degree from the University of California, Santa Barbara.
